Add instrumentation_class to common event and epic_boards_usage metrics

What does this MR do?

Migrates metrics definition for RedisHLL events in:

• common.yml with category: issues-edit,
• epic_board_events.yml

to use instrumentation class

• Migrate ci_secrets_management (1 event, 2 metrics)
• Migrate terraform (1 event, 2 metrics)
• Migrate pipeline_authoring (2 events, 4 metrics + 2 totals)
• Migrate secure (1 event, 2 metrics)
• Migrate epic_board_events(3 event, 6 metrics + 2 totals)
