Add definition of done to the problem validation template

What does this MR do?

Adds a definition of done section to the problem validation template

The goal of the problem validation template is to summarize the output of the problem validation process. This summary is meant to drive a go / no-go decision and to introduce the team to the problem in an async way. The template until now did not reflect these goals as it contained only the section headers with minimal context.
