Limitation of prefilled variables
What does this MR do?
There's a current known issue of #336184 (closed) which causes the prefilled variables to not show up when the project's CI configuration is set to use another, external project. It only works with the CI config file is local to the repository.
This change adds a line to the prefilled variables feature section to document it.
