Event loading events in the Content Editor class

What does this MR do?

This MR enhances the ContentEditor class to emit loading events when deserializing Markdown content to load it into the editor. The goal of this change is allowing multiple Vue components to react to the process of loading content.

Context

This MR forms part of a bigger refactoring to simplify the process of initializing the Content Editor in features across GitLab. Check !67372 (merged) to see this change in action.
