Use time-ago-tooltip in package details title

What does this MR do?

This MR removes the timeAgo mixin and uses instead the time-ago-tooltip shared component. We are also adding a bunch of missing tests.

Note that this work is being done on the new package details codebase that still sits behind a feature flag: #334786 (closed)
