Display FailedPrecondition gitaly errors to UI when merge fails
What does this MR do?
This MR exposes error messages raised by gitaly when merging via gitaly's user_merge_branch call fails. It only displays error messages marked as FailedPrecondition for now since they don't seem to contain any confidential data.
