Add view pipeline button in pipeline editor

What does this MR do?

This adds a "View Pipeline" button in the pipeline editor for better discoverability of the pipeline link.

How to setup and validate locally

1. Go to your project and click on CI/CD > Editor in the sidebar.
2. Verify that the button in the pipeline status header links to the pipeline in a new tab.
