Add milestone title token to issues board

What does this MR do?

This MR adds the milestone title token to issue boards.

Repro

• rails c
• Feature.enable(:graphql_board_lists)
• Feature.enable(:issue_boards_filtered_search)
• Go to a project/group issue board
• Filter by Milestone title

Follow Up In grapghql we need to support default values, [Upcoming, Started, etc]
