Draft: Add a shared runners toggle to the group UI
What does this MR do?
This change adds a two toggle controls to the Group Runners UI that allows users to select if they want to used shared runners in their group.
This MR does not yet implement the actual update of the group, as this feature is in: !67256 (merged)
