Add instance setting for delayed project deletion
What does this MR do?
Allows changing of the delayed project deletion instance setting using the web UI and API

How to setup and validate locally (strongly suggested)
On a Premium+ instance:
- Go to Admin > Settings > General
- Expand "Visibility and access controls"
- Check Default delayed project deletion and save changes
- Create a new group
- Go to the group settings and see that delayed project deletion is enabled by default
