Filter and search a list of group runners

What does this MR do?

This change adds the capability of filtering and pagination for group runners, group administrators can search and locate their runners. It depends on !66526 (merged) and !65673 (merged).

Note: This feature is being developed behind feature flag: runner_list_group_view_vue_ui
