Add docs for how to fix cross-joins to ci*_ tables

What does this MR do?

This is a list of patterns we've seen so far to fix queries that will no longer be allowed when we move ci_* tables to a separate database.

This documentation is intended to help developers figure out how to fix these problems when we start fanning out the work to other teams.
