Add issue type filtering to issue boards (behind ff) [RUN AS-IF-FOSS]

What does this MR do?

This MR adds the issue type token to new filtered search in issue boards. This MR only supports =. See comments for more information

Repro:

• rails c
• Feature.enable(:graphql_board_lists)
• Feature.enable(:issue_boards_filtered_search)
• Go to a project/group issue board
• Filter by Issue or Incident
