Revert "Merge branch 'label_gitlab_process_action_cable' into 'master'"
What does this MR do?
!64411 (merged) was intended to identify Action Cable as a source in marginalia comments based on the runtime. However, since all Web nodes now have Action Cable enabled all are reporting as Action Cable, even though they don't serve any WebSocket requests and have only mounted the Action Cable library.
This MR reverts the change so that Web nodes will report as Web again.
