Adding reload page as temporary workaround

What does this MR do?

Temporary workaround for MR license widget test per PM's suggestion. We are going to allow page refresh for now until the transient behavior #335227 (closed) is addressed.

How to setup and validate locally (strongly suggested)

Run test qa/specs/features/ee/browser_ui/secure/merge_request_license_widget_spec.rb

WEBDRIVER_HEADLESS=false bundle exec bin/qa Test::Instance::All http://10.0.0.42:3000 qa/specs/features/ee/browser_ui/secure/merge_request_license_widget_spec.rb
