What does this MR do?
Add severity_levels in UI dialogs related to project approval rules. It also changes a couple of labels to be reused in different form groups.
This is follow-up MR from the backend change exposing this field: !67067 (merged)
Backend validation and usage: !67064 (merged)
DB migration: !67062 (merged)
Updates in the API&feature Documentation will be done in the a follow-up MR.
