Rearrange RunnersFinder specs

What does this MR do?

This MR performs some refactoring on spec/finders/ci/runners_finder_spec.rb so that it its specs are better organized and read better when a spec fails. The need for it became evident in the context of !65673 (merged), so that MR will depend on this one.
