Add public_url validation to JC instance_url

What does this MR do?

Adds a validation to instance_url on JiraConnectInstallation. This field is currently not in use, but I'm working on adding a controller (#325281 (closed)) that allows to update the field.

I did not add a changelog entry because this is not a user facing change.
