This MR hides the "copy" and "open" buttons for "download" file type.

How to setup and validate locally (strongly suggested)

This feature is behind a feature flag, to turn on:

1. Navigate to Repository > Files
2. Click on a download file to get to the Blob page
3. Notice the "open" and "copy" buttons aren't present
