What does this MR do?

This MR adds support for hiding the "Raw" button in the default actions of the blob header. There is not UI/UX changes introduced in this MR. The actual hiding of this button for downloaded files will be completed in a follow-up issue 😀

Note: changes in this MR are behind the refactor_blob_viewer feature flag.
