Add upgrade_group_spec.rb

What does this MR do?

• Author upgrade_group_spec.rb which tests upgrading a namespace from free to ultimate
• Update eventually_matcher.rb to allow the passing of reload_page
• Create and publish the Chemlab library for GitLab under lib/
• Update browser.rb to pull in the customers_dot library
