Validate timezone presence on schedule creation form

What does this MR do?

Prevents sending a request to the backend if the schedule's timezone is empty

To check, navigate to Your Project=> Monitor=> Oncall schedules=>Try adding schedules without a timezone

Note that the timezone is invalidated and the request to the backend is not sent
