Blob refactor: Hide copy and view raw buttons when viewing binary files

What does this MR do?

Ensures that the copy and view raw buttons are hidden when viewing binary files

This is part of a bigger effort to Ensure the correct action buttons are displayed when viewing binary files.

Note: changes in this MR are behind the refactor_blob_viewer feature flag.
