Use Feature Flag for Finding Links

What does this MR do?
This MR puts the use of Vulnerability Finding Links behind a feature flag, and by default relies on the metadata provided from the scanner. This is to allow us to correct an issue where links were being created for each scan rather than updated as necessary.
