Fix alert positioning and content for oncall schedules page
What does this MR do?
Updates how alerts are displayed on Oncalll schedules page
To check navigate to you Project=>Monitor=> Oncall schedules
Create a schedule, when the schedule is created you'll see an alert with a tooltip. Now add a rotation to the schedule or update any of the existing rotations. After save success alert should replace the tip alert
