Remove `one_megabyte_file_size_limit` feature flag.

What does this MR do?

It's been decided in #330894 (comment 632640440) that our experiment of making the maximum size a file can be for it to get syntax highlighted should go back to 512kb from 1MB. It doesn't seem to be worth the possible downsides.
