Replace 'dashboard' with 'report' in docs and handbook
What does this MR do?
This MR updates any documentation-based references of Compliance dashboard to Compliance report and updates all associated links.
It also updates the metric descriptions (not the metrics themselves) to refer to the correct feature name.
