What does this MR do?
Related to #336693 (closed)
This migrates the GitLab UI checkbox in ee/app/views/groups/settings/_prevent_forking.html.haml to gitlab_ui_checkbox_component.
Steps to test
- Go to a project
- Go to General settings
- Expand the Permissions, LFS, 2FA section
- See the checkbox in the Prevent project forking outside current group sub-section
