Delete pipeline subscriptions when migrating project to a free group

What does this MR do?

Part of #284395 (closed)

Context

Projects were able to use pipeline subscriptions even after being transferred to a free namespace.

Changes

With these changes, pipeline subscriptions will be deleted after being transferred to a free namespace.
