Migrate LFS checkbox to gitlab_ui_checkbox_component

What does this MR do?

Related to #336687 (closed)

This migrates the GitLab UI checkbox in app/views/groups/settings/_lfs.html.haml to gitlab_ui_checkbox_component.

Steps to test

1. Go to a group
2. Go to General settings
3. Expand Permissions, LFS, 2FA section
4. See Large File Storage sub-section with the checkbox
