Allow for update/delete of scan execution policies

• refactor scan execution editor to account for update and delete
• update tests

How to test

• Protect onboarding
• Create scan execution policies using https://gitlab.com/-/snippets/2147628
• Turn on feature flag :scan-orchestration-policies-configuration
• Follow this patch update_policy_patch.txt using your own scan execution policy
• Navigate to Security & Compliance => Policies => New Policy
