Resolve "Add Security Dashboard to project quick links"

What does this MR do?

Add "Security Dashboard" to the project quick links. It's enabled only if:

• user is signed in
• user is a developer for this project (thus can read the security reports)
• security reports features are enabled (GitLab Ultimate license required)

Are there points in the code the reviewer needs to double check?

I don't think so.

Why was this MR needed?

To make it easier to discover and access the Security Dashboard.
