Drop infrastructure for on-disk remotes [RUN ALL RSPEC]
What does this MR do?
Gitaly has been migrating from on-disk remotes to in-memory ones which get injected for each relevant RPC call. GitLab has been using in-memory remotes by default since %14.1, so we can now get rid of all the infrastructure which was required for on-disk remotes.
Part of gitaly#1773 (closed), gitaly#1774 (closed).
Closes #325528 (closed), #333517 (closed).
