Better links on the subscription details page
What does this MR do?
Related to #335456
As reported in #335456, links for Billable Users and Users over License on the Admin/Subscription page were not pointing to the correct URLs. This MR updates those links using similar links as used in the License overview page (http://localhost:3000/admin).
