Refactor: Update runner type/state translations
What does this MR do?
Preparation for: #233972 (closed)
Update "shared" and "specific" runner translations
This change unifies some runner types labels to use the Runners|
namespace, this will help reduce the number of translations of
runner types.
Why this change?: In #233972 (closed) we should replace the runner types naming and having a single translation for them is helpful to make the switch.
