WIP: Writing Documentation Guidelines link fix
What does this MR do?
fixes 404ing links in Documentation guidelines
The original MR was just to fix one link, but after the transition to bundling, returned a merge conflict and failed the docs linter, so I fixed all those. Latest commit came with 900something files, so re-doing this on my branch for cleanliness.
