Create Backend Services for Cancel and Unschedule job actions
What does this MR do?
Implements #330026 (closed)
Extracts Ci::BuildCancelService and Ci::BuildUnscheduleService from Projects::JobsController.
The other suggested namespace for the services Ci::Build::CancelService and Ci::Build::UnscheduleService conflicts with the Ci::Build which is not a module.
