Document how SmartInterval works
What does this MR do?
This MR extends the documentation of a frontend JS class SmartInterval which is used in several places (e.g. MR page) to orchestrate polling.
The class almost doesn't change (one change in the last three years).
I looked at polling requests on the MR page (#330992 (comment 624897267)) and the information in this MR would have saved me a lot of time.
