Fix issue sidebar weight not setting value of 0

What does this MR do?

This MR fixes a regression where setting a value of 0 in the issue sidebar weight component incorrectly shows None instead of 0 - remove weight. Also added is the ability for the user to submit an empty value to remove the weight.
