Move Entities::JobRequest under Ci namespace

What does this MR do?

Contributes to #273602

Moves Entities::JobRequest::*, Entities::Runner, Entities::RunnerDetails, and Entities::RunnerRegistrationDetails under Entities::Ci:: namespace.
