Update oncall schedule component markup

What does this MR do?

I scope of this MR @cngo made some great suggestions on how page markup and accessibility can be improved. As most of that markup was copied over from oncall-schedules this MR implements markup improvements for them well

To test navigate to Your project=>Oncall schedules

Screenshots or Screencasts (strongly suggested)

No visual changes are expected, it should look the same as before
