Activate correct nav item for Admin::LicensesController
What does this MR do?
Part of https://gitlab.com/gitlab-org/gitlab/-/issues/327484
With the removal of the old license page in !65978 (merged), the remaining actions should activate the correct nav item. This merge request will set the active state to the Subscription nav item where the new license page lives.
