Enable `evalute_protected_tag_for_release_permissions` feature flag by default
What does this MR do?
In the feature flag rollout issue, we've finished the global rollout on the feature flag and have not observed any incidents. We'll enable the feature flag by default for officially releasing the permission bug fix in 14.1.
Since this is permission/security related fix, we do not remove the feature flag yet for leaving an option for on-premises users.
