Check PermitDataCategories.product_intelligence_enabled in submit service ping service [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

Related with #333681 (closed) and #333680 (closed)

With this MR we update the check for submitting service ping.

We should submit service ping considering the new logic related to customer service enabled.

For this, we can use PermitDataCategoriesService where we check what data categories we select for generating service ping.
