Move ee/lib/gitlab/ci/reports/security POROs to CE part2 [RUN AS-IF-FOSS]

What does this MR do?

This MR is related to Port SAST and Secret Detection rails platform code to GitLab CE.

Following !65492 (merged), due to hidden dependencies, this Merge Request moves the rest of ee/lib/gitlab/ci/reports/security POROs to CE as well as Gitlab::Ci::Parsers::Security::Common, Gitlab::Ci::Parsers::Security::Sast and Security::MergeReportsService together.
