Ignore cloud_license_enabled in ApplicationSetting
What does this MR do?
Part of https://gitlab.com/gitlab-org/gitlab/-/issues/329993
After removing any references of the cloud_license_enabled application setting from code, the column can be ignored in the ApplicationSetting model. This is necessary in order to drop the column in one of the upcoming milestones and finally removing the ignore rule again.
