Update license's new attribute to operational_metrics

What does this MR do?

This is part of the upcoming epic, we decide to rename from usage_ping_required_metrics and operational_metrics, therefore we want to update the reference here too.

This is still behind a feature flag therefore we don't need to worry about backward compatibility.
