Exclude flaky example from review-qa-smoke job
What does this MR do?
Excludes Plan Issue creation when using attachments in comments comments on an issue with an attachment example (from create_issue_spec) from running in review-qa-smoke job.
The failure is highly intermittent and very hard to reproduce and hasn't been recorded on environments other than Review App. Since the previous attempt to improve the test's stability proved to be unsuccessful (new failure in https://gitlab.com/gitlab-org/gitlab/-/jobs/1405827490), I propose to exclude just this example from running in review-qa-smoke only. It will help to avoid random smoke failures in a MR, but will not affect the other two examples in the test so we can maintain coverage for creating & closing an issue. Also, the affected example will still run as part of blocking smoke suite on other environments.
