Remove not_owned feature category from feature_categories.yml

This is a feature category that doesn't appear on the marketing site and is just used internally to the Rails application. That means that it does not need to be in this file, and actually won't be when generated automatically - it was added by hand in !63931 (merged) and I missed it.
