Fix cache update for schedules and policies
What does this MR do?
On escalation policy or schedule creation fixes how cache is updated with immer - replaces array in draftData instead of pushing to it
The bug and STR is described here and here
The issue is reproduced on staging and production but is not reproduced locally - perhaps due to the dev and prod builds differences.
